Add small test data in test-datasets

Create small subsets of reference and test data to use as input to create test cases for module, subworkflow and pipeline level tests. Currently, testing the pipeline requires to run --build_reference and download full test datasets,. The repository test-datasets contains small sample data (fastq files) that can be used but references for all the tools are missing.
