Can't reproduce this. Doesn't seem like a problem with OBS itself.
Might be a packaging issue, in which case this belongs into the RedHat bugtracker.
edit:
Also tested with Fedora's default package (previous test was with my own), and can still not reproduce.
Either something is funky on your system or it's some nvidia weirdness. In either case it wouldn't be an OBS issue.
I'd recommend reinstalling the packages first.
edit 2:
Actually, seems to be what #11668 is addressing. I guess we have different ffmpeg builds for one reason or another.
