API Versioning through URL

It would probably make more sense to version the API through the URL instead of through a value available through one of the endpoints.

I propose something along the lines of https://api.parkendd.de/1.0/ for the base (meta) path.

This would also make sense if more people are using the API's data besides us. Publishing deprecation warnings but keeping the old endpoint around for a bit longer seems like it would make sense in that case.
