Further popularization of this format requires access to a simple and working converter to debian/changelog and RPM.spec %changelog format.
To develop a converter you need to start with a parser. Its reference form would certainly dispel many doubts in use and influence unification.
It would also be worthwhile to develop an aggregate file with translations of the most important terms:
