With #63 and proposed automation, the Makefile is becoming irrelevant.

I would be a bit skeptical about having all the logic only in the GitHub action since it would make development difficult. However, perhaps moving to the docker-compose from #33 could cover the testing workflow since we no longer need to worry about the pushes.
