Update OCI charter to deal with project structure issue #2

@opencontainers/tdc-maintainers it would be great to get any proposed solutions to this issue from the TDC. I believe the original intention was to have 1 TDC maintainer list and multiple OCI projects instead of multiple OCI projects with their respective TDC maintainers. We can move forward by updating the charter to reflect that including deciding whether each project should a) their own list of maintainers, or b) one list of maintainers across all OCI projects. We can modify the charter if need be to accommodate option a) if that is what is preferred, but b) is supported by default right now. |
Agree on clarifying the governance to make option B clear (status quo) |

I'd rather drop the parenthetical entirely and link to a place that listed OCI Projects, but we don't have a canonical target for that yet (opencontainers/tob#2) and the current closest instance seems to be the GitHub section in [1] (which doesn't have the "OCI Project" words).
