I like it. However, there should be an ouput in verdaccio's log on startup and on every unavailable package that could not be fetched due to the offline restriction. |

I struggle with offline environments quite often, so I made verdaccio-offline-storage. It could be an altenative solution, and no uplink commenting is necessary. Hope it helps untl explicit offline mode gets implemented into verdaccio. |

Is your feature request related to a problem?
To enable the offline support users must comment out the config file in order to go to offline mode.
Describe the solution you'd like
I'd like to add a new flag
that will dissable by default all uplinks.
