XT Tandy Port C0 #60

Running on a Monotech NuXT with a PicoGUS I'm unable to use pgusinit and set /tandyport C0

With version 3.0 it would always claim it was set to ff00. With 3.1 it now reports tandyport is 0.

As it's an XT, I'm unable to test with the 2C0 defaults.
