[Feature] Make read access to PICS files public

Feature description

I'm a developer looking into Matter and need to evaluate the Matter Test Harness (for effort and feasibility estimations), but it is impossible to execute any tests since the PICS files are not accessible:

• https://groups.csa-iot.org/wg/members-all/document/31907 requires membership
• https://github.com/CHIP-Specifications/chip-test-plans is a dead link

Please provide access to the PICS files to non-members (since associate membership is only for companies that are certifying a product produced by an existing Participant member under the Certification Transfer Program).

Use Cases

[Use Case 1] Possibility to use the Matter TH as regression test framework for a product.
[Use Case 2] We need a clear picture of the efforts involved in testing Matter products before becoming a CSA member.

EDIT: I created this issue as instructed by the CSA, which informed me about the restriction for associate memberships (only available for companies that use the Certification Transfer Program).
