Lambda function configuration should be abstracted #129

We have many lambda functions that share much of the same configuration. We should move to either using modules or for_each for these deploys.

Types of Lambda functions:

API endpoints (these often have API gateway routes, lambda perms
Scheduled functions (these have a aws_cloudwatch_event_rule / and event_target)
CloudFront redirects
SQS queue workers
SNS to MQTT workers
