Blocked by #33111

Similar to sharedVariableName, we should refactor monorepo presets to use monorepoName instead of groupName. This should reduce the number of confusing cases where users define a group but the monorepo grouping supersedes it. It will also let us to a better job of vulnerability fixes, where we try to remove unnecessary grouping but also end up removing monorepo grouping too.
