Support for list of locales at build time

Currently we can use config.locale to inline support for a single locale at build time.

Would it be possible to have something like config.locales where we could provide an array of locales and have them all inlined at build time.

I see there are some pull requests and a fork referenced from a few years back. Are you looking for someone to work on this to help get it in to the main branch (we're offering) or would you just suggest maintaining our own fork. (we are currently)
