Currently KMM provides a package API that will allow customer to call it from inside their operators and immediately upload the resulting MC yamls into cluster. Apparently there customers/users that want to use KMM Day1 in a manual mode, which requires executing some kind of utility that will produce the MC yaml, which will be later applied by them/admin manually
KMM should provide such a utility as part of it repo. I think there is no need to store the .bin file in github, just to provide a Makefile target and documentation that explains how to run it
