Use CRM name and versions for loading Bootstrap

Adding a name and version when loading a Library using the Client Resource Manager as shown here:

allows (for instance) a Theme to load a newer version of that library.
We use it for FontAwesome in the forums, but for Bootstrap(3/4) it could be useful too.
It's then up to the Theme developer to test if all still works correctly :-)
