Stress tools to react to scylla rate limiting errors

Scylla has this feature since 5.1, and some of the driver
have implemented it, and can pass it back:

• Add support for rate limit exceeded exception scylla-rust-driver#549
• Add support for ScyllaDB's per partition rate limiting's new error gocql#105
• Add support for ScyllaDB's per partition rate limiting's new error java-driver#162
• Add support for ScyllaDB's per partition rate limiting's new error python-driver#173
• Add support for ScyllaDB's per partition rate limiting's new error cpp-driver#70

we want the stress tools to be able to receive this error, and be able to react and backoff
(we do need to define the algorithm of this backoff)

tool should log those type of error, and have the visible on its log
