Link to advanced issue search once MyST fixes multi-query link bug #393

The following issue prevents linking to a pre-filled advanced search, for instance in the contributing guide, so we link to the basic issue search instead. Once that's fixed, we may want to link to the advanced search instead. |

In fact, URL substitution is pretty fraught, so I'm going to avoid this altogether. |
