Tracks upstream: urfave/cli#976 , which points to urfave/cli#585 but tbh that seems unrelated

We could potentially fix this with a contribution upstream

Specific example:

  • sg ci build main-dry-run -force is not allowed
  • sg ci build -force main-dry-run is allowed
