Throttling backup pruning

This is related to #783.

I've been in in contact with Digital Ocean support and learnt that Spaces have a rate limit of 150 DELETE reqs/sec. It would be convenient to be able to set up throttling in the config to prevent the 503 SLOW DOWN responds which DO Spaces returns due to the amount of DELETE requests being sent.
