How to duplicate/copy the data to multiple outbound?

Is there a way that could duplicate data to 2 or more outbound?
OR
Is there a way (maybe an inbound, whitehole maybe) that could generate FAKE data pack which is exactly as big as the inbound, which makes the bandwidth a balance. Because I think an un-balance data record in the background of ISP is ... 'dangerous'?

目的地境外云服务商＋下载流量远大于上传流量在运营商那里是很明显的特征。稍加掩盖的办法是负载均衡（但是个人使用就太费周章）。如果有个inbound （可能叫whitehole），生成随机的数据包反过来传递，就能掩盖不平衡，代价是额外的流量支出。此外如果一条route能有多个输出outbound也是可行的。

问题在于，这样做有效吗？以及feature request到底要不要开issue
