Inconsistent string case in charts section

This string in the last section should also be capitalized:

accessibility of formulas, charts, math, and diagrams not identified as being accessible

This statement also sounds repetitive. It would probably be better as "Accessibility of formulas, charts, math, and diagrams not identified".

(Depending on how #505 is resolved, this may need additional rewording so it doesn't conflict with the preceding accessibility statements.)

Actually, I guess the string is saying they aren't accessible, not that they aren't identified, so it could be: "Formulas, charts, math, and diagrams not identified as being accessible".

This section will change significantly in both title and statements. I propose to close the issue and wait for the new version.
