What do do when new/unknown agent loads the app?

When an agent loads the app for the first time, and is not a member of a team already (this is going to be the default case!) we should display to them their Wasabee display name (as determined from V/Rocks or UnauthorizedAgent_XXXX) and instruct them to give that info to their operator to be assigned to a team.

If an agent loads the app but does not have any active teams, display the list of inactive teams so they can enable one or more.

If they have enabled teams, but none of the teams have ops (this will be rare) default to the team list?

Provide a link to the help documentation online that can be accessed even if no teams, ops or anything else is available.
