And also no changes in ViewModel are visible after some manipulation with it, usercontrol stays the same look.

Children controls of Tool content declared with x:name are is null.

I'm a newbie, this behavior is explained by the fact that it is a template control. As wieslawsoltes said, MVVM makes life easier.
