Gray could include a quick setting at the top, right below "System Preferences" and above "Applications", for High Sierra Dark Mode, i.e. light mode for all applications except the menu bar and the Dock.

There is already something like this in apps like TinkerTool (see at the top: "restrict dark mode"):

I used this once, but I have to warn that there were a few problems: this method also put the Notification Center into dark mode, which is logical, because it's basically a menu bar application, but other third-party menu bar apps started to display GUI problems/glitches, like Viscosity et al., e.g. white font color on light background, hardly legible, so while a setting like this might look quick & easy to do at first glance, it might cause problems, because some of the users' menu bar apps could start to behave strangely.

Sure, the user can still manually activate dark mode for those menu bar apps that misbehave in such a setting, but it might make Gray look like a botchy app at first.
