Hotfix from DMagic for some critical bugs.

Changelog:
-Fix bug when landed in a biome with more than one word
-Fix bug when adding parts to a station with running experiments
-Fix bug when packing and unpacking SEP experiments from the KIS inventory
-Prevent duplicate science data from being added to a part when a transmitter runs out of EC while transmitting
-SEP Central Station checks for External Experiment Skill instead of Scientist Kerbal
