Proving system choice

Overview

Currently starlight uses Groth16. This requires a trusted setup and so needs to be changed. What proving system are we going to switch to in starlight?

Tasks

Decide what proving system we are going to change to? STARKs, HyperPlonk, Plonk? Do we want Halo2 custom gates or something more akin to nightfish?
