Scaleability choice

Overview

Currently starlight does not have its own L2 for the purpose of scaling (and possibly for increased privacy as well). Do we want to introduce this? Or are we going to just deploy on Base? The pros of doing this are instant finality, gas costs and perhaps extra privacy. (We'll be moving away from Groth16 and so minimising gas costs in starlight becomes even more important.) The main con of doing this is that it will be extremely complex and time-consuming. If we do want to build our own L2, what solution would be best?

Tasks

Decide if we want to build an L2 specifically for starlight and, if we do, decide what that should look like? This will most likely be a team-wide discussion/decision.

Optional

This is not something that we will begin to implement this PI (or probably even next PI) but we may want to go into more detail about exactly how this will be implemented. Alternatively, we may just want to decide enough that we can move on to issue #350.

Definition of done

When a positive or negative decision has been made and presented to the rest of the team at a show & tell, at least to the point that we can move on to issue #350.
