Refactor Mode Manager

The mode manager was built before the solution here: #109 was found, so it relies on hacks to achieve the same result. It needs to be refactored so that new modes are easily addable/removable.

Note: This isn't a strict core requirement for Free Flight, making this low priority. This system will never actually need to be fully functional for Free Flight to work.
