Update to VS2017

  • Upgrade the soltion

Add building instruction

  • The readme is nearly completely empty. Add instructions how to build.
    Ps.: I messed up a little in the start you should probably squash the commits.

Hello, how do I use this? I come from GTA 5 and RDR 2 modding and have no idea how to start.
