Updates numpy requirements to be compatible with new SPARCL version #80

This loosens the numpy restrictions for the datalab client in order to be compatible with the latest version of SPARCL (which is currently in beta). SPARCL now requires numpy 1.26.1 specifically and is beyond our currently supported max version (we only support up to 1.24.x currently). The SPARCL team is deferring the release until we can support the newer version.
