Replace MuJoCo environments with Roboschool

Based on @rhofour pull request for adding Roboschool engine with additional:

  1. MoJoCo is supported and it is also the default engine.
  2. Added a Dockerfile and submitted that can run the Roboschool engine out of the box. (also in dockerhub)

@cbfinn - this pull request has MoJoCo support - but it was never tested because I don't have a MoJoCo license. FYI.
