Why have some stake pools that do not comply with the above mentioned requirements been merged?

Important general note: all stake pools are being treated the same;
The aim is to provide to all the stake pool operators the opportunity of an early start. Thus, if the GitHub monitors were not sure whether a certain stake pool complies with the requirements re. name, URL and ticker, they merged it with a note (see below). This gives the operator the option to run the pool but still requires to make certain changes to the pool details.
