Fix: Incorrect translation for Terms & Conditions on Signup page

Fixes #3274

Changes:

Fixed translation issue for "By signing up, you agree to the Terms of Use and Privacy Policy" not displaying correctly in Simplified Chinese (zh-CN) and Traditional Chinese (zh-TW).

I have verified that this pull request :

Thanks for working on this! We currently have an update these translations in #3275, which we're waiting on native speakers to vet and verify. Since we already have an open PR for this I'm going to close this one for now, but please feel free to give input on the translations there!
