Update x/tools package

The following modifications were made to the fork of revel/cmd:

• Changed the module name to github.com/bengo4/revel_cmd.
• Added GitHub Actions to run unit tests and build tests for multiple versions of Go, up to version 1.22.
• Modified the source retrieval protocol during tests from git to https.
• Updated x/tools to the latest version to use the latest x/tools/go/packages. This has set the minimum Go version required for building to 1.19.

revel/cmd を fork したものに対して以下の修正を加えました。

• module 名を github.com/bengo4/revel_cmd に変更しました。
• GitHub Actions を追加し、Goの1.22以下の複数のバージョンに関してユニットテストとビルドテストを行うようにしました。
• テスト中の git プロトコルでソースの取得を行っているところを、https を使うように修正しました。
• x/tools/go/packages の最新版を使うため、x/tools を最新にしました。これによりビルド可能な最小のGoバージョンを1.19にしました。
