Water Year 2015 & 2016 ET

ET rasters were converted from the CalSIMETAW model output for water years 2015 and 2016. The 2016 raster version in named v2-0-2 since there were multiple versions created when debugging the issues with fallow lands not being assigned correctly (fixed by added 'Summer Fallow' to the crop crosswalk).
